On Tuesday, February 9, the government of Manitoba published a news release in which they state that the new public health orders that will take effect on February 12 will allow “indoor sporting facilities such as rinks, gymnastic clubs and martial arts studios to reopen at 25 per cent capacity for individual instruction only”. The news release was unclear if the indoor facilities include pools.

On February 9, we had meetings with Sport Manitoba to gain a better understanding and additional information on various elements of the new orders. We hope to have more information for our membership early next week. One important message conveyed by Sport Manitoba was that even though the orders allow the facilities to reopen for individual instruction, it doesn't necessarily mean they will do so immediately.

On February 11, Swim Manitoba met with club presidents and head coaches to brief them on everything we know so far, and we committed to keep the clubs informed on further developments.

The new orders announced today, confirm that the pools are included in the facilities that are allowed to open for individual instruction. Here are the main points of the orders that touch our sport:

13(2) The indoor sporting and recreational facilities set out in subsection (1) may open for the sole purpose of providing individual instruction if

(a) each person receiving instruction is accompanied by an instructor who is solely responsible for providing instruction to that person;

(b) the total number of instructors and persons receiving instruction in any area of the facility does not exceed 25% of the usual capacity of that area; and

(c) no more than one person for each person receiving instruction is permitted to enter the facility to observe the instruction.

In their current form, the orders announced today pose significant challenges to our return to the pools, as they do for other sports that do not typically train with one coach per athlete. We will continue to work with Sport Manitoba on these issues.
